Xenoverse throws that entirely out the window when Ginyu changes bodies, he gets everything, and he starts throwing out Kamehamehas and going Super Saiyan in some scenes where he's Goku (or you). In the canon series, while Ginyu can switch bodies, he can't use the skills that the original owner possessed.

Players can run when on the ground and swim while underwater as well. Fighters can traverse the large, free-roaming stages that allow for fights on ground, air or water.
